均等化视角下韶关城乡基本公共服务支出实证研究

摘　　要：近年来,韶关市为缩小基本公共服务的城乡差异,逐步加大了财政投入。测算城乡基本公共服务支出的泰尔指数,发现韶关市基本公共服务支出的城乡差异有所降低,而分项支出则表现不一。总体而言,财力投入正在向偏重于乡村地区转变,但城乡基本公共服务水平低且不均衡问题并没有消除。因此,在补短板的同时也要保基本,要继续加大投入力度,优化支出结构,推动形成多元化供给格局。In recent years,Shaoguan City has gradually increased its financial investment in basic public services in order to narrow the gap between urban and rural areas.By measuring the Theil index of basic public service expenditure in urban and rural areas,it is found that the difference between urban and rural areas of basic public service expenditure in Shaoguan City has been reduced,while the performance of sub expenditure is different.Generally speaking,financial investment is changing to focus on rural areas,but the low level and imbalance of basic public services in urban and rural areas have not been eliminated.Therefore,while perfecting the shortcomings,we should also maintain the basic aspects,continue to increase investment,optimize the expenditure structure,and promote the formation of a diversified supply pattern.
