摘　　要：新精神活性物质作为毒品市场的新兴“产品”,因其具有更迭速度快、种类繁多、个性化和隐蔽性强等特点,对国家禁毒防控工作带来了新的挑战。对此,需要正确认识新精神活性物质的内涵,了解全球视野下国内外新精神活性物质现状,分析促使其快速发展及被滥用的各层面成因,有针对性地进行顶层制度设计,实现国家禁毒防控领域的依法治理、系统治理、源头治理和综合治理,才能使禁毒防控工作在新的治理领域实现有效应对并取得积极成效。As a new“product”in drug market,new psychoactive substances(NPS)pose new challenges to the country’s drug control and prevention due to the characteristics of rapid turnover,variety,personalization and strong concealment.Therefore,we need to correctly understand the connotation of NPS,understand the current situation of NPS at home and abroad under the global view,analyze the causes of its rapid development and abuse,carry out targeted top-level system design,realize law-based,systematic,source-based and comprehensive management in the field of national drug prevention and control so that we can effectively cope with drug control and prevention and achieve positive results in the new field of management.
