中国新型城市化质量测度与比较研究——基于286个地级及以上城市的熵值分析法

摘　　要：通过构建包括城市发展质量、城市化效率、城乡一体化实现程度3个系统层,经济城市化质量等9个子系统层,市区GDP总量等36个指标层的新型城市化质量评价体系,运用嫡值法对2003—2016年期间中国286个地级及以上城市的新型城市化质量进行了分析。结果发现:总体上新型城市化质量综合得分不高;城市发展质量尤其是社会城市化质量和经济城市化质量的得分相对较高,而人居环境质量、城市化效率尤其是生态环境效率、以及城乡一体化实现程度的得分相对较低;新型城市化质量得分会因城市个体、规模、经济区域、地理区位、城市群的不同而有所差异。因此,新型城市化进程政策的制定不仅应注重总体布局,更要因地制宜。Through building the new urbanization quality evaluation system,which includes 3 system levels like the quality of urban development,the efficiency of urbanization and the degree of realization of urban-rural integration,the 9 subsystem levels such as the quality of economic urbanization,and the 36 indicators such as urban GDP,this paper uses the entropy method to analyze the quality of new urbanization in 286 at the prefecture level and above in China from 2003 to 2016.The results shows that:Generally speaking,the overall score of new urbanization quality was not high;the score of urban development quality,especially the quality of social urbanization and the quality of economic urbanization,was relatively high,while the scores of human settlements quality,urbanization efficiency,especially the ecological environment efficiency,and the degree of urban-rural integration,were relatively low;The quality score of new urbanization will vary from each other due to the differences of city individuals,scale,economic region,geographical location and urban agglomeration.Therefore,the formulation of new urbanization process policy should focus on the overall layout and more importantly adapt to local conditions.
