绿色发展视域下林业生态优势转化为经济优势的对策研究

摘　　要：林业是经济社会发展的基础性产业,具有提供木材、多种林产品的经济性,又有维护陆地生态系统平衡、扩大生态空间的生态性。马克思的生态思想和习近平的两山理论为绿色发展视域下林业生态优势转化为经济优势提供了理论依据,世界发展由工业文明转向生态文明、中国消费由资源型消费转向生态型消费,为绿色发展视域下林业生态优势转化为经济优势提供了现实诉求。绿色发展视域下林业生态优势转化为经济优势面临品牌特色不鲜明、有效供给不足,规模化经营程度低、林产品附加值低,服务体系不健全、涉林科技成果转化率低等严峻挑战。绿色发展视域下林业生态优势转化为经济优势应采取推进供给侧结构性改革,提高涉林产业有效供给;完善林业集体产权制度,促进林业适度规模化经营;完善林业服务保障体系,促进涉林产业跨越式发展等举措。Forestry is the basic industry of economic and social development,which has the economy of providing timber and various forest products,and the ecology of maintaining the balance of land ecosystem and expanding ecological space.Marx’s ecological thinking and Xi Jinping’s two mountain theory provide a theoretical basis for the transformation of forestry’s ecological advantages into economic advantages under the perspective of green development.The world’s development has changed from industrial civilization to ecological civilization,and China’s consumption has changed from resource-based consumption to ecological consumption,which provides a realistic demand for the transformation of forestry ecological advantages into economic advantages from the perspective of green development.From the perspective of green development,the transformation of forestry ecological advantages into economic advantages is faced with the following major problems:unclear brand characteristics,insufficient effective supply,low level of large-scale operation,low added value of forest products,imperfect service system,and low conversion rate of forest related scientific and technological achievements.From the perspective of green development,the transformation of forestry ecological advantages into economic advantages should take such measures as promoting supply side structural reform,improving the effective supply of forest related industries,improving the collective property rights system of forestry,promoting the appropriate scale operation of forestry,improving the forestry service guarantee system,and promoting the leapfrog development of forest related industries.
