摘　　要：海绵城市是统筹、系统解决我国城市水问题的一种城市发展理念和方式,是城市开发建设落实生态文明、绿色发展的必然要求,契合空间治理重在统筹协调的内涵。海绵城市理念应首先通过国土空间规划体系进行落实,按照生态系统和城市发展的整体性、系统性及其内在规律,充分发挥规划引领作用。本文试从厦门海绵城市规划编制实践出发,结合总体规划层面、详细规划层面和实施规划层面的海绵城市规划各自特点,重点解析了海绵城市规划体系和实施策略的总体思路与技术要点,逐步落实了海绵城市在发展策略、城市空间、管控指标以及统筹协调等方面要求,从而实现转变城市发展的理念和方式。Sponge city is a new urban development concept and method to systematically solve urban water problems in China.It is crucial for ecological progress and green development,and consistent with the connotation of spatial governance focusing on overall coordination.The concept of sponge city should be primarily implemented through spatial planning system in accordance with the integrity,systematism,and inherent laws of ecosystem and urban development,to fully achieve the effect of plan guidance.With the practice of Xiamen sponge city plan compilation as an example and based on characteristics of sponge city planning at master,detailed,and site planning levels,this paper analyzes the overall thinking and technical points of sponge city planning system and implementation.In addition,the paper examines how Xiamen gradually implements requirements of sponge city in terms of development strategy,urban space,regulatory indicator,overall coordination,etc.,achieving transformation of urban development concept and mode.
