黄河流域生态保护与经济发展协同度动态评价

摘　　要：为推进黄河流域生态保护和经济协同发展,依据2011-2018年黄河流域地级及以上城市数据,基于改进的“纵横向”拉开档次法对黄河流域生态保护和经济发展水平进行综合评价,同时采用复杂系统耦合协同度模型测算两者协同度。结果表明:黄河流域经济发展综合水平呈现稳定增长态势,生态保护质量以及生态保护与经济发展协同度的变动趋势具有较强的一致性,并表现出明显周期性特征。从空间格局看,受自然、区位、历史等因素影响,黄河下游地区生态保护、经济发展以及两者协同度均明显优于中上游地区,因此在稳定黄河流域经济增长的同时,应进一步优化经济结构,提升经济发展质量,加强生态环境保护,建立跨区域互动合作和协同治理机制,实现上中下游地区均衡与协调发展。In order to promote the ecological protection and economic development of the Yellow River basin,on the basis of the data of cities at and above the prefectural level in the Yellow River basin,the paper adopted the improved“Vertical and Horizontal”scatter degree method to evaluate the level of ecological protection and economic development of the Yellow River basin,at the same time,it used the coupling coordination degree model to measure the coordination degree of ecological protection and economic development.The result shows that the comprehensive level of economic development in the Yellow River basin presents a stable growth,the quality of ecological protection and the coordination of ecological protection and economic development present a trend of strong consistency and displays cyclic variations.From spatial pattern,due to the influence of nature,location,history and other factors,the coordination degree of ecological protection and economic development in the downstream of the Yellow River basin is better than that of the upper and middle reaches.For promoting the coordinated development of the ecological protection and economic in the Yellow River basin,while stabilizing the economic growth,we should further optimize the economic structure,improve the quality of economic development,strengthen ecological environmental protection,establish a crossregional interactive cooperation and cooperative governance mechanism and achieve balanced and coordinated development in the upper,middle and lower reaches.
