摘　　要：区际产业转移成为中国经济发展的显著特点,但由于地方间的环境规制、技术创新水平等的差异,往往导致产业转移承接地面临日益严峻的环境污染问题。通过构建空间自回归模型和空间杜宾模型,采用中国大陆地区31个省、自治区、直辖市2000—2016年的产业转移和大气污染的数据样本,实证检验了产业转移与大气污染的空间关系。研究结果表明:在环境规制作用下,空气污染密集型产业向周边地区转移的确导致了空气污染的扩散,产业转移与大气污染存在空间正相关性;产业转移导致的大气污染还存在明显的空间溢出效应,而低强度的环境规制本质上只是产业转移过程中随之出现的大气污染物的空间转移过程;大气自净能力对产业转移所导致的大气污染具有抑制效应,因此产业转移可以有倾向性地向大气自净能力较强的地区进行转移。本文深化了产业转移与大气污染空间溢出效应的关系研究,为我国生态文明建设背景下的产业转移提供了新的思路和政策建议。Inter-regional industrial transfer has become a prominent feature of China’s economic development.However,due to the differences of environmental regulations and technological innovation levels in local areas,industrial transfer is faced with increasingly severe environmental pollution problems.On the basis of theoretical analysis and research hypothesis,through constructing spatial auto-regressive model and Spatial Durbin Model(SDM),this study empirically tests the spatial relationship between industrial transfer and air pollution by using the data samples of industrial transfer and air pollution in 31 provinces,municipalities and autonomous regions in Chinese mainland from 2000 to 2016.The results show that the transfer of air pollution-intensive industries to surrounding areas under the action of environmental regulation has indeed led to the spread of air pollution,and there is a positive spatial correlation between industrial transfer and air pollution;air pollution caused by industrial transfer still has obvious spatial spillover effect.Air pollution control through low-intensity environmental regulation is more of a palliative,which is essentially only the spatial transfer process of air pollutants in the process of industrial transfer.Atmospheric self-purification ability can inhibit air pollution caused by industrial transfer,so industrial transfer can be transferred to areas with strong atmospheric self-purification ability.This paper deepens the research on the relationship between industrial transfer and spatial spillover effect of air pollution,and provides new ideas and policy suggestions for industrial transfer under the background of ecological civilization construction in China.
