技术嵌入城市治理体系的迭代逻辑——以S市为例

摘　　要：信息技术、大数据、人工智能三重技术叠加重塑了城市生产生活形态,推动城市治理体系功能扩展、体系升级和形态迭代。在新兴技术赋能、协同和重构作用下,传统城市管理逐渐转向网格化管理体系、城市运行综合管理体系和智慧治理体系。在新兴技术嵌入下,工具赋能转向技术赋权重构城市治理权力配置结构,流程驱动转向技术驱动再造了城市公共事务的处理流程,人力密集转向人机交互、智能治理,构建了用户导向的智慧治理体系。城市治理体系迭代展现了技术赋能的工具效应,也呈现出技术治理的工具限度。推进城市治理体系和治理能力现代化要准确把握技术的工具限度,推动城市治理过程中多元要素的有机融合,打造精准高效的智慧治理体系。The triple technology superposition of information technology,big data,and artificial intelligence has reshaped the urban production and life landscape,and promoted the functional expansion,system upgrading and formal iteration of the urban governance system.As a result of the empowerment,coordination and reconstruction processes of emerging technologies,the traditional urban administration has gradually shifted to a grid-based system,an integrated urban operation management system and a smart governance system.With the embedding of emerging technologies,tool empowerment has been turned into technological empowerment,which can reconstruct the power allocation structure of urban governance;process-driven pattern has been turned into technology-driven pattern,which can reengineer the processing procedures of urban public affairs;labor-intensive pattern has been turned into human-computer interaction and intelligent governance,which can build a user-oriented smart governance system.The iteration of the urban governance system shows the tool effect of technology empowerment,and also shows the tool limit of technology governance.To promote the modernization of the urban governance system and governance capabilities,it is necessary to accurately grasp the technical tool limits,promote the organic integration of multiple elements in the urban governance process,and create an accurate and efficient smart governance system.
