沿边地区开放平台高质量建设路径

摘　　要：目前,重点开发开放试验区、综合保税区、边境合作区、边民互市区、跨境经济合作区、境外产业投资平台以及边境旅游试验区等沿边地区对外开放平台,由于各自的原因,政策功能和产业集聚功能尚未有效发挥,对沿边地区对外开放和经济发展的带动作用亟待加强。“十四五”时期,需要从推动政策落地,加强平台整合、体制机制创新,加快推广复制等多方面推动沿边各类平台高质量发展,使沿边地区成为构筑国内国际双循环新发展格局的重要支撑。At present,the key development experimental zone,comprehensive bonded zones,border zone,border mutual downtown,cross-border economic cooperation zone,outside the industry investment platform and opening up to the border area platforms such as border tourism experimental area,for their own reasons,policy efficiency and ability of industrial agglomeration,the opening to the outside world and the leading role in the economic development of border area needs to be strengthened.During the 14th five-year Plan period,it is necessary to promote the high-quality development of all kinds of platforms in the border areas by promoting the implementation of policies,strengthening platform integration,institutional and mechanism innovation,and accelerating the promotion and replication,so that the border areas will become an important support for building a new development pattern of domestic and international double cycles.
