当前美国财政困境与垄断寡头的政治经济学分析

摘　　要：在美国两党制下,政府与国会分属两党控制的现象极为常见,由于两党理念不同导致国会拒绝通过由总统提出的年度预算而引发的政府停摆现象也屡见不鲜。本文从2018年12月开始的美国政府停摆事件入手,通过对美国政府停摆及其原因进行分析,指出导致美国政府停摆的表面原因是积重难返的财政困境和债务危机而引起的两党关于预算提案和执政理念的斗争;内在原因是全球私有化进程中,两党背后的垄断寡头集团为了夺取政治资源、实现自身的政治利益和经济利益而进行的斗争;根本原因是生产资料的资本主义私有制及其政治制度与全球经济一体化之间的矛盾。为避免财政困境,我们应该坚持公有制为主体的社会主义市场经济体制,制定科学合理的财政政策和货币政策.推动人类命运共同体建设,建立国际经济贸易新秩序。Under the bipartisan system in the United States,it is very common for the government and Congress to be controlled by two parties.Because of the different ideas of the two parties,it is also common for Congress to refuse to pass the annual budget proposed by the president,which leads to the government suspension.This paper starts with the U.S.government’s suspension event in December 2018,analyzes the suspension and its causes,and points out that the apparent cause of the suspension of the U.S.government is the struggle between the two parties on budget proposals and governance ideas caused by the financial difficulties and debt crisis that are hard to return;the internal reason is that in the process of global privatization,the monopoly oligarchs behind the two parties fight to capture political resources and realize their own political and economic interests;the fundamental reason is the contradiction between the capitalist private ownership of means of production and its political system and the integration of global economy.To avoid financial difficulties,we should adhere to the socialist market economy system with public ownership as the main body, formulate scientific and reasonable fiscal and monetary policies,promote the construction of a community with a shared future for mankind,and establish a new international economic and trade order.
