摘　　要：随着城镇化、新型城镇化向智慧城市的不断过渡,智慧城市已成为我国城市建设的重点方向。智慧城市的建设一方面要考虑建设水平,另一方面也要考虑建设效率。在此背景下,从投入产出角度,运用DEA-Malmquist模型对山东省17地市智慧城市建设效率进行时空双维实证评价,并运用GMM模型对其影响因素进行深入探究。研究发现:山东省17地市在2003—2018年间智慧城市建设效率均有跨等级的提升,但空间差距不断扩大;青岛市、济南市、青岛都市圈、东滨都市区的智慧城市建设效率位于前列;基础设施建设、治理制度、区域环境均对智慧城市建设效率有负向作用,居民生活、智慧产业、人力资源等要素起到正向推动作用。With the continuous transition of urbanization and new urbanization to smart cities,smart cities have become the key direction of urban construction in China.On the one hand,the construction level of the smart city must be considered,and on the other hand,the efficiency of the construction of the smart city must also be considered,so as to better carry out the construction of the smart city.In this study from the perspective of input and output,the DEA-Malmquist model is used to conduct a time-space dual-dimensional empirical evaluation of the construction efficiency of smart cities in 17 cities in Shandong Province.The GMM model is used to explore its influencing factors.The results show that the efficiency of smart city construction in 17 provinces and cities in 2003-2018 has increased across grades,but the gap in space has continued to widen;the efficiency of smart city construction in Qingdao City,Jinan City,Qingdao Metropolitan Area,and Dongbin Metropolitan Area are at the forefront;Facilities construction,governance system,and regional environment all have a negative effect on the efficiency of smart city construction,and factors such as residential life,smart industry,and human resources play a positive role in promoting it.
