实现人民的美好生活需要是效率、 公平的硬道理--习近平效率、公平观的伦理意蕴探析

摘　　要：人民对美好生活的向往是中国共产党人的奋斗目标。经济效率与收入公平分配是实现人民美好生活需要的两大根本维度。人民的获得感是评价效率与公平合理性的根本标准。经济效率高未必合理,低未必不合理,关键要看是否做到在生命成本付出最少时,人民的美好生活需要实现程度最大。实现人民的美好生活需要则要求公平分配,“共建共享”是公平分配的根本依据,“共生共享”是“共建共享”的重要补充。从实现人民的美好生活需要看,效率优先,兼顾公平实际是公平原则的某些内容优先实施,同时兼顾公平原则的另一些内容。习近平效率、公平观的根本伦理意蕴是:实现人民的美好生活需要是效率、公平的硬道理。The people’s yearning for a better life is the goal of the Communist Party of China.Economic efficiency and fair income distribution are two fundamental dimensions to realize people’ s good life needs.People’ s"sense of gain" is the fundamental criterion to evaluate efficiency and fairness.High economic efficiency is not necessarily reasonable,low efficiency is not necessarily unreasonable,the key depends on whether people pay the least cost of life,the people’s better life needs to achieve the greatest degree.To realize the people’s good life,it is necessary to distribute fairly.Co-construction and sharing is the basic basis of fair distribution.Co-existence and sharing is an important supplement to co-construction and sharing.From the point of view of realizing the people’s need for a better life,giving priority to efficiency and giving consideration to fairness are some contents of the principle of fairness and some contents of the principle of fairness at the same time.The fundamental ethical implication of Xi Jinping’s concept of efficiency and fairness is that it is the absolute principle of efficiency and fairness to realize the people’s need for a better life.
