社会治理视角下的当前中国弱势群体问题

摘　　要：虽然现阶段中国已经实现了整体富起来并正走向强起来,但是由于发展的不平衡、不充分的特点的存在,我国依然存在为数不少的在文化资源、经济资源、社会资源等方面占有量偏低的弱势群体。从社会治理的角度来看,弱势群体往往是社会不稳定的导火索,因为他们的利益诉求容易被忽视,在沟通不畅的情况下很容易以社会事件的方式来非理性地加以表达。所以,搞好社会治理的前提之一就是要维护好弱势群体的利益。要彻底解决弱势群体可能引起的社会问题,首先要以整个社会发展为前提,尤其要大力发展生产力,不断夯实解决弱势群体问题所需的物质基础;其次要努力发展社会事业,使医保、养老等制度更加惠及弱势群体;最后还要依法保护弱势群体的利益。Although China has achieved overall prosperity and is on the way to become stronger at this stage,due to the unbalanced and inadequate development,there are still a large number of vulnerable groups in China who occupy a low proportion of cultural resources,economic resources,social resources,etc.From the perspective of social governance,vulnerable groups are often the fuse of social instability,because their interests are easy to be ignored,and in the case of poor communication,it is easy to express them irrationally in the way of social events.Therefore,one of the preconditions of social governance is to safeguard the interests of vulnerable groups.To thoroughly solve the social problems that may be caused by the vulnerable groups,first of all,we should take the whole social development as the premise,especially vigorously develop the productivity,and constantly consolidate the material foundation needed to solve the problems of the vulnerable groups;secondly,we should strive to develop social undertakings,so that the medical insurance,pension and other systems can benefit the vulnerable groups more;finally,we should protect the interests of the vulnerable groups according to law.
