摘　　要：研究矿业权人勘查开采信息公示制度实行3年来的效能具有一定的现实意义。本文对照《矿业权人勘查开采信息公示办法(试行)》,依据有关实施效果评述的公开文献,结合矿业权人勘查开采信息公示系统浏览,分析了矿业权信息公示制度实施后监管效能,认为该制度在降低管理成本、解决积存矿政问题及社会公众监督等方面效能已初步显现,但在采矿权空间范围监管、工作机制、公众参与度、惩罚措施等方面存在改进空间,本文提出了改进建议。The implementation effectiveness of the information publicity system of mining holders for exploration and mining in the past three years has the practical significance.Contrasted with the《Measures for the Publicity of Exploration and Mining Information of Mining Owners(Trial Implementation)》,based on the public literature on the effect of implementation and combined with the browsing of exploration and mining information publicity system of mining owners,this paper discusses the supervision effectiveness of the system after implementation.The implementation effectiveness in reducing management costs,solving the problems of accumulated mining administration and social public supervision has been preliminarily demonstrated.There are some design defects in the spatial scope’s supervision of mining rights,working mechanism,public participation and punishment measures.This paper puts forwards some suggestions for improvement.Nevertheless,the information publicity system is effective for the supervision of mining rights.
