摘  要:矿产资源开发收益分配是否合理是解决矿区冲突的核心所在。为解决矿产资源开发过程中各级政府、矿山企业和矿区居民三个利益相关者收益分配不公的困境,建立合理、公正的收益分配机制,本文在传统Shapley值法的基础上引入风险分摊系数、投资比重、创新能力、生态修复支持力度等4个影响因素,建立了云重心Shapley值收益分配方案模型。该模型突破了传统Shapley值法仅根据利益相关方的边际贡献分配收益的缺陷,修正后的Shapley值法更符合实际。结合矿产资源开发实际案例发现,改进后的收益分配方案能够体现收益分配的公平合理性,提高利益相关者相互合作的积极性,进而实现矿区环境的可持续发展。Whether the revenue distribution of mineral resources development is reasonable is the core to solve the conflict in mining area.In order to solve the problem of unfair revenue distribution among governments,mining enterprises and residents of the original mining area in the process of mineral resources development,a reasonable and fair revenue distribution mechanism is established.Based on the traditional Shapley value method,four influencing factors including risk sharing coefficient,investment proportion,innovation ability and ecological restoration support are introduced,and Shapley value of cloud center is established the revenue distribution scheme model breaks through the defect that Shapley value method only distributes income according to the marginal contribution of stakeholders,making the modified Shapley value method more practical.Combined with the actual case of mineral resources development,it is found that the improved income distribution scheme can reflect the fairness and rationality of revenue distribution,improve the enthusiasm of stakeholders to cooperate with each other,and realize the harmonious and sustainable development of mining environment.
