行政执法类公务员工资制度改革探析

摘　　要：随着我国公务员分类管理的推进,一些地方和部门先后进行了行政执法类公务员工资制度试点。但现行行政执法类公务员工资制度存在基本工资缺乏激励性、津贴补贴缺乏规范、一次性奖金激励力度较低、试点地区工资制度合法性不足等问题。在制度运行方面,还存在基本工资调整和发放不及时、津贴补贴设立和调整缺乏规范性、奖金发放口径和保障程度不一的问题。完善行政执法类公务员基本工资制度,重点是要建立与行政执法类公务员职级序列相对应的工资制度,使每一职级层次对应一个职级工资标准,使职级工资成为基本工资的主体,工资水平向基层倾斜。同时,应设立行政执法类公务员岗位津贴、加班补贴,建立津贴补贴定期调整机制,整合奖励性津贴和一次性年终奖,发挥工资待遇的激励和保障功能。With the promotion of classified management of civil servants in China,some localities and departments have carried out pilot implementation of the wage system of administrative law enforcement civil servants.However,there are some problems in the current wage system of administrative law enforcement civil servants,such as lack for incentive in basic wage,lack for standardization in subsidies and allowances,low incentive of one-time bonus,and lack for legitimacy of the wage system in pilot areas.In terms of system operation,there are still some problems,such as untimely adjustment and payment of basic wage,lack for standardization in establishment and adjustment of subsidies and allowances,and differences in scope and guarantee degree of bonus payment.In order to improve the basic wage system of administrative law enforcement civil servants,the key is to establish a wage system corresponding to rank sequence of administrative law enforcement civil servants,so that each rank corresponds to a rank wage standard,the rank wage becomes the main body of the basic wage,and the wage level tilts to the grass-roots level.At the same time,it is necessary to set up post subsidies and overtime allowances for administrative law enforcement civil servants,establish a regular adjustment mechanism of subsidies and allowances,integrate incentive subsidies and one-oflf year-end bonus,and give full play to the incentive and guarantee functions of wage.
