县域国土综合整治与生态修复框架及实践

摘　　要：国土综合整治与生态修复是优化国土功能格局、提升国土空间质量、塑造美丽生态国土的重要推动力,更是系统推进新时期生态文明建设的战略举措。面向生态文明背景下的国土空间转型发展,文章以县域国土综合整治与生态修复的内涵认知为基础,围绕国土综合整治与生态修复的内在逻辑,以“保本底、优利用、提品质”为导向,提出基底辨识、综合整治、系统修复的县域国土综合整治与生态修复框架导引路径,并以山西省襄汾县为例展开实证研究,建构了以生态保护为前提的资源本底辨识、以资源高效利用为导向的国土综合整治、以全域品质提升为蓝图的生态系统修复策略,以期为类似区域国土综合整治与生态修复实践提供参考。Comprehensive land consolidation and ecological restoration is the important driving force of national land use and space layout improvement,quality improvement,and beautified land construction,as well as an important measure of ecological civilization development in the new era.Based on the understanding of the connotation of land and space comprehensive reorganization and ecological restoration at county level,the paper puts forwards a framework of“maintenance of the background,optimal utilization,and quality improvement”.With Xiangfen county as an example,the paper introduces the strategies of resource identification for ecological protection,national land use and space reorganization for high efficient utilization of resources,and ecological system restoration for whole area quality improvement.It provides a reference for comprehensive land consolidation and ecological restoration for similar regions.
