摘　　要：我国多数城市正面临存量、增量发展转型的关键时期,老城区是历史文化、商业和景观等多要素的集聚地,但由于现状空间资源梳理难度大,空间更新受限,导致更新实施的可操作性较小,使得老城区品质形象差。在新的国土空间规划体系框架下,控规作为空间用途的管制工具,也是老城区更新实施的法定依据。文章从控规层面的精细化空间管制角度入手,以德州市老城区为例,分类研究老城区公益性设施与市场经营类设施的管制内容、方式,形成“编管合一”的规划模式,构建全要素、全过程的空间管制路径,以解决老城区品质提升问题。Most Chinese cities are undergoing a transition from new area to built up development.Old districts of cities concentrate history,culture,commerce,and landscape,yet they are difficult to carry out renovation due to spatial resource disintegration.In the framework of national land use and space plan,regulatory plan is the spatial governance tool and the legislative basis of old district renovation.With the old district of Dezhou city as an example,the paper studies the governance of public-benefit and marketoperational facilities,forms a“planning and governance integration”model for refined spatial governance in regulatory plan,and establishes an all-element and full-course spatial governance path,so as to improve the quality of old districts.
