基于土地利用实施转移的陕南河谷城市空间布局研究——以山阳县城区为例

摘　　要：认知城乡建设用地的时空分布和形成机理对制定城市土地管理政策与引导城市可持续发展具有重要意义。文章选取陕南地区典型河谷型城市山阳县城区为研究对象,在获取不同时期城市土地利用变化图谱与地类转移矩阵数据的基础上,结合山阳县城区的地域特性、现实问题与发展需求,分析近年来土地利用的演变趋势与现状问题、城市总体规划的引导意志与实施效果,以及现状实况发展对城市总体规划各项合理性的反馈,结果表明,无序蔓延的扩张模式、配比失衡的服务结构与低效组织的生态体系是山阳县城区近年来土地利用实施转移中所呈现的突出问题,进而提出“轴向控制绿色发展,带形空间紧凑构型”“产业组团融城布局,生活组团均等服务”“外围山水纳绿入城,内部绿地适地配置”的应对之策,以期为陕南地区同类河谷城市的空间布局优化提供参考。Understanding the spatial layout and its mechanism is important to the policy making of land use management and sustainable urban development.With Shanyang county of Shaanxi province as examples,the paper studies land use change map and matrix of different periods,and the local characters,problems,and development needs,analyzes land use evolution,urban planning guidance,implementation,and feedback,and finds that sprawling spatial expansion,unbalanced service structure,and low efficient ecosystem are the major problems of land use transfer implementation.It further puts forwards strategies of“axial green development for compact spatial development,integration of industrial areas with even life services,introduction of outer landscaping and green space development”.
