摘　　要：从依法依规的角度对国有资金投资项目能否采用垫资承包进行了历史性分析和研究。在确保合法合规的前提下,通过矿山工程建设具体实例,提出了切实可行的垫资承包方法及途径,对工程资金严重不足、又急需开工建设的非政府性投资项目,具有现实的指导意义。This paper makes a historical analysis and research on whether the state-owned capital investment projects can be contracted with advance-fund from the perspective of laws and regulations.On the premise of ensuring legal compliance,through specific examples of mine engineering construction,this paper puts forward practical and feasible methods and ways of advance-fund contracting,which has practical guiding significance for non-governmental investment projects with serious shortage of engineering funds and urgent need to start construction.
