世界百年变局与中国经济外交  

China's Economic Diplomacy amid the World's Grand Changes Unprecedented in the Past Hundred Years

摘　　要：中国特色社会主义步入新时代,适逢世界面临百年未有之大变局,使新时代中国经济外交面临的内外局势发生深广变化,机遇前所未有,挑战空前严峻。世界百年变局主要从新兴市场与发展中国家整体快速崛起、大国实力对比关系发生显著变化、全球治理体系亟待全面变革、区域合作格局正在加速调整等四大层面,促使新时代的中国经济外交必须坚持发展中国家身份定位,发挥发展中大国引领作用,拓展发展中世界合作空间;必须处理好大国特色与中国特色之间的关系,均衡发展大国经济外交,全力应对中美经贸冲突;必须实现从被动顺应到主动引领的身份转换,坚持共商共建共享的全球治理观,为全球治理体系全面变革作出贡献;必须顺应区域合作格局加速调整趋势,引领东亚在创造经济增长奇迹的基础之上,再创区域合作奇迹。The building of socialism with Chinese characteristics is entering into a new era,which coincides with the world s grand changes unprecedented in the past hundred years.Hence,China s economic diplomacy is confronted with situations undergoing profound and large-scale changes both at home and abroad,which has produced most severe challenges as well as greater opportunities than ever.Grand changes have triggered the adjustments in four major areas of the world politics,the rapid rise of emerging markets and developing countries as a whole,significant changes in the power distribution among major countries,urgent demand for comprehensive reform of global governance system,and increasing adjustments of regional cooperation regimes.Therefore,entering into the new era,China should stick to the following principles and practices in its economic diplomacy.First,identify firmly with developing countries and play a leading role of a major developing country to further broaden the space for cooperation with the developing world.Second,handle well the relationship between major powers characteristics and Chinese characteristics to keep a good balance among major powers and to spare no effort to manage the Sino-US economic and trade conflicts.Third,realize the transformation from passive adaptation to proactive leading,stick firmly to the principle of“wide consultation,joint contribution and shared benefits”in global governance,and contribute to the comprehensive reform of global governance system.Finally,follow the growing trend toward adjustments in regional cooperation regimes and play a leading role in East Asia in building on the growth miracles toward a regional cooperation miracle.
