摘　　要：有效预防和遏制腐败,最根本的还是制度。反腐败制度是否成熟定型、落实到位、执行有力、效果良好,是一体性推进“不敢腐不能腐不想腐”体制机制建设、检验反腐败工作成功与否的关键所在。党的十八大以来,以习近平同志为核心的党中央深入开展党风廉政建设和反腐败斗争,开启了全面从严治党新征程,反腐败制度体系化建设全面推进,制度执行力明显提升,风清气正的政治生态逐步形成。反腐败制度体系建设是一项系统性工程,不能简单企求制度来解决所有腐败问题,真正意义上的反腐败还是应由反腐败的实际效果来确定。提升反腐败制度效能,完善的制度体系是保障,制度执行力是核心,营造崇廉尚洁的政治生态是反腐败制度效能最大化的集中体现。The system is the most fundamental and effective way to prevent and fight corruption.The mature and effective anti-corruption system is the key to promoting the system construction of“not dare to corrupt,unable to corrupt,no desire to corrupt”,and can also test whether the anti-corruption cause is successful.Since the 18th National Congress of the Communist Party of China,the new Party central leadership group with Comrade Xi Jinping as the core has carried out the building of clean governance and anti-corruption tasks,and has begun to exercise strict Party discipline.The anti-corruption system has gradually become comprehensive,the system execution has improved,and a healthy political atmosphere of integrity within the Party has gradually formed.The construction of the anti-corruption system is a systematic project.It is not easy to seek a system to solve all corruption problems.The real anti-corr-uption should be determined by the actual effect of anti-corruption.Impro-ving the effectiveness of anti-corruption system implementation,the perfect system is the guarantee,the system execution is the core,and building a political ecology advocating honesty is the concentrated embodiment of maximizing the effectiveness of anti-corruption system implementation.
