浅谈农业工程咨询在乡村振兴中的重要作用

摘　　要：农业工程咨询是为政府和各类企业投资的农业工程项目提供决策和咨询服务的智力型服务行业,具有综合性、前瞻性、科学性、导向性等特点,其健康发展有利于提升农业投资的决策水平、保障农业项目工程质量和效益。随着乡村振兴战略的部署实施,中国农业农村正在发生深度变革。农业投资领域新热点不断涌现、新技术应用水平不断提升、各类型主体合作模式渐趋多样,农业农村内外部环境发生的深刻变化,为农业工程咨询行业发展带来了新的机遇和挑战。本研究深度分析了乡村振兴战略大背景下中国农业农村领域项目在策划、决策过程中存在的产业结构性失衡、土地利用不合理、技术人才不足、生态环境保护缺失、文化保护开发走样等问题,同时提出农业工程咨询服务在其中可起到的积极引领作用,为乡村振兴战略的实施提供智力保障。Agricultural engineering consulting is an intelligent service industry that provides decision-making and consulting services for agricultural engineering projects invested by the government and various enterprises.It has comprehensive,prospective,scientific and guiding characteristics,and its healthy development is conducive to improving the decision-making level of agricultural investment and ensuring the quality and benefits of agricultural projects.With the implementation of the rural revitalization strategy,China's agricultural and rural areas are undergoing profound changes.New hot spots in the field of agricultural investment keep emerging,new technologies are being applied at a higher level,and cooperation models of various types of entities are gradually being diversified.Profound changes in the internal and external environment of agriculture and rural areas have brought new opportunities and challenges to the development of the agricultural engineering consulting industry.This paper analyzed in depth the problems of industrial structural imbalances,unreasonable land use,lack of technical personnel,lack of ecological environmental protection,and cultural protection and development problems in the planning and decision-making process of agricultural and rural areas in the strategy of rural rejuvenation,at the same time,it proposed that the agricultural engineering consulting service can play a leading role in it,and provide intellectual guarantee for the implementation of the rural revitalization strategy.
