乡村振兴背景下云南农地“三权分置”可持续发展评价及对策

摘　　要：实施乡村振兴战略,是党的十九大作出的重要战略决策,也是新时代下促进农村全面发展的重大部署。农地“三权分置”作为乡村振兴战略的重要组成部分,也越来越受到社会各界的广泛关注。基于乡村振兴战略的发展要求,以云南省农地“三权分置”的可持续发展水平为目标层,以集体土地所有权、农户土地承包权、土地流转经营权为要素层,构建了云南农地“三权分置”的可持续发展评价指标体系;运用模糊层次分析法开展了量化评价,综合评估了云南农地“三权分置”可持续发展的总体情况。最后,从推进“三权分置”建设层面,从建立完善的农村社会保障体系、规范农村土地流转交易市场、推动土地确权、奠定农村土地流转产权基础等方面提出了云南农地“三权分置”可持续发展的对策建议。The implementation of the rural revitalization strategy is an important strategic decision made at the 19th National Congress of the Communist Party of China(CPC)and a major plan for promoting the all-round development of rural areas in the new era.As an important part of the rural revitalization strategy,the tripartite rural land entitlement has attracted more and more attention from all sectors of society.Based on the development requirements of the rural revitalization strategy,the sustainable development level of the tripartite rural land entitlement in Yunnan province was taken as the target layer,and the collective land ownership,peasant household land contract right,land circulation management right were taken as the factor layer,and the sustainable development evaluation index system of the tripartite rural land entitlement in Yunnan province was constructed;the quantitative evaluation was carried out by using the fuzzy analytic hierarchy process,and the overall sustainable development of the tripartite rural land entitlement in Yunnan province was comprehensively evaluated.Finally,from the perspective of promoting the construction of the tripartite rural land entitlement,countermeasures and suggestions for the sustainable development of the tripartite rural land entitlement in Yunnan province were put forward from the aspects of establishing a perfect rural social security system,standardizing the rural land transfer and trading market,promoting the determination of land rights,and laying the foundation of rural land transfer property rights.
