摘　　要：社会保障制度价值理念作为社会保障制度的灵魂,引导着社会保障制度的发展方向,决定着社会保障制度的目标、模式、水平等具体选择。准确认识社会保障制度价值理念的本质内核,对设计符合时代发展需要的社会保障制度具有重要意义。西方社会保障制度价值理念演变的经验及教训启示我们:社会保障制度作为人类文明和智慧的结晶,应该将满足人的自身需要视为其核心和基础价值。我国应通过解决好社会保障制度的全面覆盖、碎片化、协调性、法制化等问题,满足新时代人民群众日益增长的社会保障需要。As the soul of the social security system,the value concept leads the development direction of the social security system and determines the specific choice of target,mode and level of the social security system.Accurate understanding of the essence of the value concept of the social security system is of great significance to the design of the social security system in line with the needs of the times.The experience and lessons from the evolution of western social security system enlighten us that the social security system,as the crystallization of human civilization and wisdom,should regard meeting people's needs as its core and basic value.China should solve the problems of comprehensive coverage,fragmentation,coordination and legalization of the social security system to meet the growing needs of the people in the new era.
