摘　　要：面临高等教育财政资助处于近四十年来的最低点,美国政府与高校都着力突破传统局限进行政策创新,公立高校私有化、绩效问责制、院校合并等战略回应兴起。公立高校的筹资转变增加了新的权力关系的复杂性,公立高等教育治理和院校资助重点都发生转移。美国政府与高校逐渐进入一个协商中不断变化的“契约型”权力关系。Faced with the lowest financial aid for higher education in the past 40 years,the U.S.govern-ment and universities have made great efforts to break through the traditional limits and innovate public policies including privatization of public higher education,performance accountability and mergers of in-stitutions,etc.The transformation of public higher education fundraising has increased the complexity of the new power relationship,and the focus of public higher education governance and funding has shifted a lot.The U.S.government and universities have gradually entered a new era of"contractual"power rela-tionship.
