摘　　要：本文对突发公共卫生事件中高校图书馆文献服务保障现状进行了分析,引入危机管理领域的4R模型,提出一整套突发公共卫生事件期间切实可行的文献服务应急保障流程与策略,即"缩减阶段"保障数字资源的访问权限与网络畅通,"预备阶段"制定和演练文献服务应急保障方案,"反应阶段"调动一切资源全力满足读者文献需求,"恢复阶段"确保正常开馆并进行工作总结和方案修正;并指出了高校图书馆在实施应急保障策略时应注意的相关问题。Based on the analysis of the status of literature service guarantee in university libraries in public health emergencies,the4 Rmodel in the field of crisis management is introduced,and a set of practical and feasible literature service emergency guarantee processes and strategies during public health emergencies are proposed.The"reduction stage"guarantees access to digital resources and the smooth flow of the network,the"readiness stage"formulates and exercises emergency guarantee solutions for literature services,the"response stage"mobilizes all resources to satisfy readers’literature needs,and summarizing and modifying emergency scheme to be prepared for opening of the library at"recovery stage".Besides,relevant suggestions and paths for the implementation of this strategy are also presented.
