摘  要:2012年,国家电监会重新定义事故预想“N-1”准则,500 kV同杆双回线按同时失效考虑。因此,华东电网对500 kV线路稳定限额重新控制,某核电基地联合开关站一回送出线检修方式下稳定限额为228万kW。开关站即使考虑线路检修时安排相配串机组陪停,也仍需降出力92万kW。除线路检修外,母线和开关检修也会带来出力受限问题,每年因各类检修造成窝电量达10.3亿kW·h。出力受限问题症结在于检修(包括机组、线路、开关、母线)方式下开关站电力外送能力和接入机组发电容量的矛盾。化解矛盾的思路有两类:1)在现有基础上提高联合开关站外送能力;2)适当调整开关站机组接入方式,降低开关站检修期间发电容量。通过分析问题症结,研发解决方案,并从方案可行性、必要性、经济性多角度对比,最终选出最优方案——联合开关站增加补充跳机装置。该方案成功解决了开关站出力受限问题,避免电厂有功震荡,确保了核安全和电网安全。In 2012,the State Electricity Regulatory Commission redefined the"N-1"criterion of accident expectation,considering the simultaneous failure of 500 kV double-circuit lines on the same pole.Therefore,East China Power Grid has re-controlled the stability limit of 500 kV transmission lines,and the stability limit of combined switching station of Qinshan NPP is 2.28 million kW under the mode of one-return outgoing line maintenance.The switch station still needs to reduce its output by 920 MW even if it considers the arrangement of the matching units to accompany and stop when the line is overhauled.In addition to the line maintenance,busbar and switch maintenance will also bring about the problem of limited output.Every year,the power consumption caused by various types of maintenance reaches 1.03 billion degrees.The crux of output constraints lies in the contradiction between the power delivery capacity of switching stations and the power generation capacity of access units under maintenance(including units,lines,switches and buses).There are two ways to resolve the contradiction:1)Improve the outgoing capacity of the combined switching station on the basis of existing ones;2)Adjust the access mode of the switching station units appropriately to reduce the power generation capacity during the maintenance period of the switching station.By analyzing the crux of the problem,developing solutions,and comparing the feasibility,necessity and economy of the solutions,the optimum scheme is finally selected,that is,adding supplementary jumping devices to the combined switching station of Qinshan Nuclear Power Plant.The scheme successfully solves the problem of limited output of the switching station,avoids active power oscillation of the power plant,and ensures nuclear safety and power grid safety.
