摘　　要：[目的/意义]数字经济的发展催生了社会对政府数据再利用的需求,探讨政府数据共享的博弈问题,可以有效推进政府数据共享进程,释放数据的潜在价值,建设高效服务型政府。[方法/过程]从提升数据质量的视角出发,构建了三方演化博弈模型,仿真政府数据共享中数据提供方、数据使用方、数据管理组织的演化路径,从而确定博弈三方的进化稳定策略,分析阻碍政府数据共享中的关键因素,提出了“质量-信任-转化”多主体协同策略。[结果/结论]研究表明,严格的数据质量管理、政府积极共享和企业积极获取是唯一的演化稳定策略,且政府开放数据的质量越高,政府与企业的稳定均衡策略效益越高。[Purpose/Significance]The development of digital economy has aroused the social demand for the reuse of government data.To explore the game problem of government data sharing can effectively promote the process of government data sharing and release the potential value of data.[Method/Process]From the perspective of improving data quality,a tripartite evolutionary game model is constructed to simulate the evolution path of data providers,data users,and data management organizations in government data sharing,so as to determine the evolutionary and stable strategy of the game,and analyze the key factor in impeding the government data sharing.A multi-agent collaborative strategy of quality-trust-transformation is proposed to promote the sharing of government open data.[Result/Conclusion]Research shows that under data quality management,active sharing by government and active acquisition by enterprises are the only evolutionary stability strategies,and the higher the quality of government open data,the higher the benefits of stable equilibrium strategy between government and enterprises will be.
