摘　　要：介绍了区块链相关政策、产业发展现状以及国内外运营商应用区块链技术在国际漫游领域的探索。在此基础上,中国电信区块链团队进一步提出基于区块链的国际漫游业务新模式,以改善目前国际漫游服务的运作方式,包括提升漫游协议签署及清结算效率、解决因第三方清算机构介入而引发的隐私及信任问题以及降低争议处理成本等。It introduces the blockchain-related policies,blockchain-related industry status and the exploration of domestic and foreign operators using blockchain technology in the area of international roaming.A new blockchain-based international roaming business model has been proposed by China Telecom Blockchain Team with the aim to improve the efficiency of roaming agreement signing and clearing,solve the privacy and trust problems caused by the intervention of the third-party clearing house and reduce dispute resolution costs.
