摘 要:智慧养老被视为中国与时俱进化解“银龄危机”的良方,针对智慧养老政策在地方政府的制度安排中所呈现的共性与差异,本研究从“主体-目标-工具”匹配的框架,首次对2014—2019年间江浙沪皖的65份智慧养老政策进行政策计量分析。研究发现,长三角区域智慧养老政策存在政策主体核心初现但协调不足,政策目标方向一致但弱智能化、政策工具结构失衡且偏好不同的特征。基于政策协同和养老一体化规划,探讨了联合主体、规范目标和优化工具的协同路径。Smart elderly care is regarded as a good prescription for the silver crisis in China.Based on the three-dimensional framework of“subject-objective-tool”,this study aims to systematically map the commonality and difference of smart elderly care policy in Yangtze River Delta by conducting bibliometrics and content analysis of the 65 policy texts including Shanghai,Jiangsu,Zhejiang and Anhui in 2014-2019 year.The result of study shows following characteristics:policy subject structure with initial core but insufficient coordination,policy objectives with the same direction but weak intelligence,policy tools with structural imbalances and different preferences.Based on the planning of regional policy coordination and pension integration,the future collaborative path is proposed form joint subjects,normative objectives and optimization tools.
