摘　　要：1989—1999年间,由德国北威斯特法伦州主导实施的埃姆歇公园国际建筑展将工业遗产的再生同社会、文化以及环境问题的治理相结合,提出了通过建设"区域公园"来推动工业城市带转型的策略。文章从政策框架的角度分析了埃姆歇公园项目的运作方式和不同层面的遗产景观再生策略。区域层面的策略强调了文化景观廊道的构建;在地层面则以项目为导向推动渐进式的工业遗产再生。埃姆歇公园计划的再生模式可以概括为"无增长情况下的转型",这种理念为当代应对收缩背景下的城市再生提供了借鉴。From 1989 to 1999,the Emscher Park International Architecture Exhibition led by the State of North Westphalia of Germany combined the regeneration of industrial heritage with the governance of social,cultural and environmental issues and proposed strategies to promote the transformation of industrial city belts.This article analyzes the operation mode of the Emscher Park project and the strategy of heritage landscape regeneration of different levels from the perspective of the policy framework.The strategy at the regional level emphasizes the construction of cultural landscape corridors;at the local level,it is project-oriented to promote the progressive regeneration of industrial heritage.The regeneration model of the Emscher Park Plan can be summarized as"transition without growth",this concept provides a reference for contemporary urban regeneration in the context of shrinking.
