摘　　要：随着安全标准化规范化建设在全路大力推进,货运收入安全作为其中不可或缺的一环,也得到更多的重视。通过分析注重铁路运输企业社会责任、制定贴近物流运输市场灵活性运价、共促收入标准化规范化管理和持续深化现场检查纠偏等铁路货运运杂费核收管理现状,从货物运费计算方式繁杂、人工核收依赖性较大、硬件设备检测手段缺乏、运杂费核收规章更新滞后和市场营销成本存在缺口等方面,剖析其存在的问题,提出铁路货运运杂费核收管理优化对策,即:优化货物运费计费方式,完善货运作业过程信息化管理,强化硬件设备配置使用,严控浮动权限及现场检查,全面升级更新现行规章,提升作业人员业务能力,以确保铁路货运运杂费核收管理的规范化、标准化建设有序推进。With the system-wide construction of safety standardization,the security of freight revenue as an indispensable link needs to draw wider attention.This paper first elaborates the status of miscellaneous fees collection and management in terms of railway enterprise’s social responsibilities,flexible freight rates,standardized revenue management and on-site inspection.The existing challenges are complex calculation method for freight rates,high dependence on manual collection,lack of hardware detection equipment,out-ofdate regulations and lack of marketing investment.Then this paper puts forward the strategies for optimizing the miscellaneous fees collection and management,which include:simplifying the freight charges calculation method,improving information management of operation process,reinforcing the use of hardware equipment,controlling the authority of charge fluctuation,upgrading rules and regulations and enhancing operational capability of operators,to standardize the collection of freight rates and miscellaneous fees.
