摘　　要：劳动力资源的自由流动是城乡统筹的关键。以农民工留城和返乡决策为研究对象,使用国家卫计委2017年流动人口动态监测数据,基于新型城镇化和乡村振兴的背景研究和比较了城乡两端积极因素与消极因素对农民工行为决策的影响,并进一步分析迁移范围对城乡因素的调节效应及农民工群体的异质性。研究发现:(1)选择市民化依然是当前农民工群体的主流选择,城市端积极因素吸引是主要动因;(2)省内迁移能够削弱城乡两端消极因素的影响,增强乡村端积极因素的影响;(3)不同代际、职业属性和地区的农民工存在显著的影响程度差异。最后,从推动城乡统筹发展,实现劳动力资源自由流动的角度提出相应的政策建议。The free flow of laborers is the key to urban-rural integrated development.The paper focuses on the the impacting factors on the decision-making of peasant workers’stay in the urban or return to the rural countryside under the background of the urban-rural integrated development,and analyzes the moderate effect of the migration scope on the driving and attracting factors in the urban and the rural as well as its heterogeneity based on the data analysis of China migrants dynamic survey(CMDS).The results show that:1.Citizenization is the main option of peasant workers motivated by the urban attracting factors;2.the migration inside the province can weaken the factors both negative factors in the urban and the rural motivating the migration and enhance the factors to return the rural;3.There are significant differences in the effect on the decision of migration with different generations,occupations and regions.The policy suggestions are put forward from the perspective of promoting urban-rural integrated development and free flow of laborers.
