摘　　要：目的鉴于可利用财政资源的有限性以及经济发展、财税体系建设、人口发展和医保体系建设等诸方面现实情况,有必要进一步系统探讨我国基本医疗保险领域的国家财政支出模式,完善我国基本医疗保险领域的财政支出管理。方法结合相关公共产品理论和我国现实国情探讨,界定我国基本医疗保险财政支出模式;进一步基于因素分析法构建基本医疗保险财政支出影响因素框架,利用2010—2016年基本医疗保险财政支出面板数据,采用多元回归模型考察具体影响水平。结果基本医疗保险的有限性财政支出模式更加切合当前发展需求,不同影响因素对基本医疗保险财政支出水平存在差异性影响。结论各省份需要结合各自的经济发展水平考量基本医疗保险财政支出责任与规模,同时促进城镇化发展转变基本医疗保险参保结构,并关注人口老龄化问题调整基本医疗保险财政支出规模。Objective In view of the limitation of available financial resources and the reality of economic development,fiscal and taxation system construction,population development and medical insurance system construction,it is necessary to further explore the scale of national financial expenditure in the field of basic medical insurance in China and improve the management of financial expenditure in the field of basic medical insurance in China.Methods Defining the scale of financial expenditure of basic medical insurance in China based on the theory of public goods and the actual situation of China.Based on factor analysis,the paper constructs a framework of influencing factors of financial expenditure of basic medical insurance,and uses panel data of financial expenditure of basic medical insurance from 2010 to 2016 to explore the influencing factors by multiple regression model.Results The limited financial expenditure pattern of basic medical insurance is more suitable for the current development needs,and different influencing factors have different effects on the level of financial expenditure of basic medical insurance.Conclusion Provinces need to consider the responsibility and scale of financial expenditure of basic medical insurance according to their economic development level,promote urbanization development and change the structure of basic medical insurance,and pay attention to the aging of the population to adjust the scale of financial expenditure of basic medical insurance.
