摘　　要：目的基于收支平衡可持续视角,探讨我国基本医疗保险财政支出的可持续情况。方法围绕基本医疗保险财政支出可持续展开实证评价分析,对财政、医保等数据进行搜集、测算,并由此讨论地方政府财政的最大承担能力,从而预测我国各省份基本医疗保险财政支出的可持续性。结果经相关基本医疗保险的收支测算,将除西藏、天津之外的29个省份基本医疗保险领域的测算情况划分为5种类型,分别是基本医疗保险财政支出的不可持续、短期可持续、中期可持续、中长期可持续以及长期可持续。结论结合不同可持续情况的分类讨论,建议进一步分析中央与地方基本医疗保险的财政支出划分水平,并对各省份采取因地制宜的举措,更加有效地指导基本医疗保险的财政支出实践工作。Objective To explore the sustainability of financial expenditure on basic medical insurance in China from the perspective of balance of payments sustainability.Methods Empirical evaluation and analysis were carried out on the sustainability of financial expenditure of basic medical insurance,and the data of finance and medical insurance were collected and actuarial calculated.Then the maximum financial capacity of local governments was discussed,so as to predict the sustainability of financial expenditure of basic medical insurance in China’s provinces.Results According to the income and expenditure of basic medical insurance,29 provinces except Tibet and Tianjin were divided into five categories,namely,unsustainable,short-term,medium-term,medium-long-term and long-term.Conclusion Combining with the discussion of different sustainable situations,this paper proposes to further analyze the level of financial expenditure division between central and local basic medical insurance,and to take measures according to local conditions in order to guide the practice of financial expenditure of basic medical insurance more effectively.
