摘　　要：在开放教育办学过程中,3年业余学习期限(含)内未达到毕业要求,但尚在8年学籍有效期内的学生,出现大规模流失、沉淀、休眠等现象,造成了办学资源的巨大浪费。本文旨在以浙江广播电视大学(现浙江开放大学)为例,剖析当代开放教育学生在经济社会不断发展过程中,从"学"到"不学"的原因,探究如何从教学手段、管理模式、支持服务入手,充分融合互联网和技术手段,将辍学的因素整合、减少至最低,并由此发挥出学生学习的主观能动性,最大限度保住生源,降低办学成本,提高办学效益,以期为全国开放大学(电大)办学提供借鉴和参考。In open education,large scale loss,sedimentation,dormancy and other phenomena of the Students Kept Down have resulted in a huge waste of school resources.This paper aims to analyze the reasons why the students begin to drop out and how to use their initiative,reduce the cost,improve the efficiency and keep the source to the greatest extent from the teaching means,management mode,support services,Internet and technology,so as to provide reference for the Open University.
