乡村土地资源安全与贫困关系研究——以广东省连州市164个村为例

摘　　要：土地资源安全是国家社会、经济与生态安全的载体和基础,直接影响着乡村脱贫的路径与方向.研究通过构建基于农用地安全和建设用地安全的土地资源安全评价体系完成连州市164个村的土地安全评价及等级划分,结合贫困发生率与脱贫潜力探讨土地安全与贫困的关系.结果表明:①连州市乡村的农用地、建设用地及土地资源综合评价结果均以高安全等级为主,土地安全状况整体较好,其空间分布具有集聚性;②贫困村与非贫困村的土地资源安全等级差异不明显,贫困发生率与土地资源安全指数呈显著负相关,贫困发生率越高的乡村其土地安全状况越严峻;③不同脱贫潜力类型的贫困村,其土地资源安全状况差异明显,其中稳步脱贫型乡村最好,重点帮扶型乡村最差,脱贫潜力与土地安全呈显著正相关,脱贫潜力越大的乡村其土地安全状况越好.Land resources security is the carrier and foundation of social,economic and ecological security,it directly affects the direction of rural poverty alleviation.In this study,land resource security evaluation and grade division of 164 villages in Lianzhou city were completed by building a land resource security evaluation system based on agricultural land security and construction land security.In addition,the relationship between land security and poverty was analyzed by combining the rural poverty incidence rate and poverty alleviation potential in Lianzhou city.The results were showed as follows.①The evaluation of agricultural land,construction land and land resources are mainly based on the high safety level.The overall land security condition is relatively good,and its spatial distribution has obvious agglomeration.②There is no obvious difference in the security level of land resources between poor villages and non-poor villages,the incidence of poverty is negatively correlated with the security index of land resources:The higher the incidence of poverty,the more severe the land security situation will be.③There are obvious differences in land resource security in poor villages with different poverty alleviation potentials,among which the steady poverty alleviation villages have the best land security,while the key assistance villages have the worst.There is a significant positive correlation between poverty alleviation potentials and land security:The greater the poverty alleviation potential,the better the land security situation will be.
