摘　　要：“PPP+P2G”项目是借助互联网金融的发展,在地方债务形势严峻、社会资本在PPP项目中参与度低的情况下兴起的新型项目建设模式。为解决项目建设周期长且参与方复杂而导致的风险因素识别及风险分担问题,在识别“PPP+P2G”项目风险因素基础上,采用修正Shapley值法综合考虑投入比重、收益回报比重及风险承担能力三大要素,构建“PPP+P2G”项目风险事件发生时公私双方的风险分担模型。算例分析表明,在此方案指导下可以避免项目风险分担上的平均主义,其分担结果更合理。“PPP+P2G”project is a new project construction mode with the help of development of Internet finance under the situation of severe local debt and low participation of social capital in PPP project.In order to solve the problems of risk factor identification and risk sharing caused by the long period of project construction and the complexity of participants,the risk sharing model of public and private parties is constructed when risk event occurs in“PPP+P2G”project.Based on the identification of risk factors of“PPP+P2G”project,three main factors are considered comprehensively concerning investment proportion,return proportion and risk bearing capacity by applying modified Shapley value method.The calculation analysis shows that equalitarianism in risk sharing of project can be avoided under the guidance of this scheme,and the sharing results of it are more reasonable.
