摘 要:针对钢铁行业在管控范围、总量控制、实际排放量核算不一致等方面涉及的环境影响评价、排污许可、环境执法、排放标准、环境统计、环境监测、环境保护税等各项环境管理制度衔接融合研究,建议创新钢铁行业全过程环境管理方式,以环境影响评价制度为基础,重构技术体系,突出排污许可核心地位,简化表单和内容,实现环评-许可-执法信息化衔接,打通事前事中事后环境管理,实现全过程环境管理"一本账",为钢铁行业打赢污染防治攻坚战提供坚实保障。In this paper, the steel industry in the scope of control, total control, actual emissions accounting inconsistent with the environmental impact assessment, pollution permits, environmental law enforcement, emission standards, environmental statistics, Environmental monitoring, environmental protection taxes and other environmental management system integration study, it is suggested that the whole process of environmental management in the steel industry should be innovated, the technical system should be reconstructed based on the environmental impact assessment system, the core position of pollutant discharge permit should be highlighted, the form and content should be simplified, and the link between EIA, permit and law enforcement should be realized, in order to provide a solid guarantee for the iron and steel industry to win the battle of pollution prevention and control, the environmental management before, during and after the event should be completed.
