关于汉江孤山航电枢纽工程蓄水安全鉴定的思考

摘　　要：航电枢纽工程安全管理的重要前置条件之一是蓄水安全鉴定。文章以汉江孤山航电枢纽工程蓄水安全鉴定工作为例,梳理了开展航电枢纽工程蓄水安全鉴定工作的工作程序,较为系统地总结了做好航电枢纽工程蓄水安全鉴定工作的经验,并提出了业主单位提高重视、参建单位认真编制自检报告,以及鉴定单位组织高水平的专家队伍是决定蓄水安全鉴定工作质量的重要因素的结论,可为后续开展航电枢纽工程的蓄水安全鉴定工作提供参考。Water storage safety appraisal is one of the important preconditions for the safety management of navigation and electricity junction project.Water storage safety appraisal of Hanjiang Gushan navigation and electricity junction project is adopted as an example in the paper.The working procedures of water storage safety appraisal of navigation and electricity junction project are sorted.The experience of water storage safety appraisal of navigation and electricity junction projects are summarized systematically.The following conclusions are proposed:the owner unit should pay more attention,the construction unit should formulate self-inspection report carefully,the appraisal unit should organize high level expert teams,and these are important factors for determining the quality of water storage safety appraisal.The paper can provide reference for water storage safety appraisal of navigation and electricity junction projects.
