摘  要:地球空间双星探测计划(简称“双星计划”)是中国首个空间科学卫星计划,也是首个以中国为主开展的深度国际合作的空间科学卫星计划,是中欧成功合作的典范。基于双星计划研制任务管理,透视了双星计划的国际合作情况,总结了双星计划国际合作管理实践双星计划建立了严密的工程组织管理体系,通过工程月调度例会、专题协调会和大总体会,以及管理/技术协调会机制和联络机制,推动任务实施;通过科学指导委员会、科学工作队,以及科学工作联席会机制,促进成果产出最大化。其中,首席科学家机制'、数据共享机制、文档编写规范、疫情应对举措等管理经验,为未来空间科学国际合作任务提供了重要借鉴。The Geospatial Double Star Exploration Program(the "Double Star Program" for short, DSP) is China’s first space science satellite program, and also the first space science satellite program of in-depth international cooperation mainly carried out by China. It is a model of successful cooperation between China and Europe. This paper reviews the research and development task management of the DSP, the international cooperation situation of the DSP, and the international cooperation management practice of the DSP. According to the DSP, a strict engineering organization and management system is established,to promote the implementation of tasks through the monthly engineering scheduling regular meeting, the special coordination meeting and the general manager’s experience, as well as the management/technical coordination meeting mechanism and liaison mechanism;through the mechanism of the Scientific Steering Committee, the scientific working team and the scientific work joint meeting, with the maximum output of achievements. Among them, the experiences of the principal investigator mechanism, the data sharing mechanism, the documentation specification, the epidemic response measures and other experiences provide an important reference for the future international cooperation in space science.
