完善制度性因素对提升甘肃物流产业发展绩效的作用研究

摘　　要：长期以来,传统经济增长理论将制度因素作为经济体系和经济发展过程的外生变量,忽视制度及制度变迁在经济增长中的重要作用。新制度经济学提出制度是影响经济效率的最重要因素之一,制度对于经济运行的绩效至关重要,除了传统提高经济效率的途径外还应从制度的创新和变革中讨论经济活动。由于历史机遇、自然条件、政策支持和市场机制等诸多因素的限制和影响,甘肃省在发展现代物流产业的过程中面临着诸多问题和挑战,单纯依靠传统经济增长因素无法达到最优效果,需要国家和地方从制度、体制、政策、具体规则乃至公众意识形态、价值观念等层面予以积极引导、保障和配合以促使甘肃物流市场和物流组织形成科学高效的治理结构和良好的互动关系以及宽松奋进的创新激励环境,从而达到提升甘肃省物流产业发展绩效的重要作用。For a long time,traditional economic growth theory takes institutional factors as exogenous variables of economic system and economic development process,ignoring the important role of system and institutional change in economic growth.According to new institutional economics,institution is one of the most important factors affecting economic efficiency,and institution is crucial to the performance of economic operation.In addition to the traditional ways to improve economic efficiency,economic activities should also be discussed in the process of institutional innovation and reform.Due to the limitations and influences of multiple factors,Gansu Province is faced with many problems and challenges in the process of developing modern logistics industry.The optimal effect cannot be achieved simply by relying on traditional economic growth factors,which requires active guidance,guarantee and cooperation from the state and local governments in terms of institution.By clarifying property rights and reducing transaction costs in the logistics market,to shape the harmonious,honest and positive ideology of market participant and promote the formation of a scientific and efficient governance structure and a good interactive relationship between the logistics market and logistics organizations in Gansu Province as well as a loose and aggressive innovation and incentive environment,so as to play an important role in promoting the development performance of logistics industry in Gansu Province.
