摘　　要：国土空间用途管制制度体系是执行用途管制的有力保障,有助于优化国土空间格局,提升国土空间治理能力,最终为生态文明建设提供有效支撑。文章基于自然资源管理视角,分析了国土空间用途管制基本定义和当前存在的主要问题,提出下一步完善用途管制制度的关键点在于全面提升国土空间规划编制水平,准确界定国土空间用途管制的管制范围、对象和主体,确定分级分类国土空间用途管制规则,充分考虑国土空间用途管制与经济发展的关系等方面。基于此,我国国土空间用途管制基本框架体系应主要包括调查评价体系、规划管控体系、运行体系、激励惩处机制、监测预警机制、监督考核机制、风险防范机制等。The institutional system of territorial space use control is a powerful guarantee for the implementation of the use control,it helps to optimize the spatial pattern of China’s territory,enhance the governance capacity of territorial space,and ultimately provide effective support for the construction of ecological civilization.Based on the perspective of natural resources management,the paper analyzes the basic definition of the territorial space use control and the main existing problems.And the paper puts forward the crucial points to improve the use control system in the next step.That is to comprehensively improve the compilation level of territorial space planning,accurately define the scope,objects and subjects of territorial space use control,and determine the regulations of territorial space use control by hierarchical classification,and fully consider the relationship between territorial space use control and economic development.Therefore the basic framework system of territorial space use control in China should mainly include investigation and evaluation system,planning and control system,operation system,incentive and punishment mechanism,monitoring and early warning mechanism,supervision and assessment mechanism,risk prevention mechanism,etc.
