黑龙江省国有重点林区不同投入要素对林下经济发展的动态驱动效果  

Dynamic Driving Effect of Different Input Factors on Understory Economic Development in the Key State-owned Forest Regions of Heilongjiang Province

摘　　要：依据2005—2018年黑龙江省国有重点林区林下经济数据,分析林下经济总产值与林下经济投资、林下经济林地面积、林下经济从业人员三者的相关性;运用脉冲响应函数、方差分解,实证分析黑龙江省国有重点林区林下经济投资、林下经济林地面积、林下经济从业人员对林下经济总产值及六大林下产业(林下种植业、林下养殖业、北药业、林下森林食品业、森林旅游与休闲服务业、林下产品加工业)的带动效果,判断不同投入要素对林区经济社会发展存在的动态性驱动作用。结果表明:林下经济投资、林下经济林地面积、林下经济从业人员,与林下经济总产值间存在密切的内在联系。林下经济投资对林下经济的动态带动效果,由大到小依次为林下产品加工业(0.1005)、林下森林食品业(0.0950)、北药业(0.0710)、林下种植业(0.0041)、林下养殖业(-0.0060)、森林旅游与休闲服务业(-0.0086);林下经济林地面积对林下经济的动态带动效果,由大到小依次为北药业(0.0661)、林下产品加工业(0.0645)、林下养殖业(0.0460)、森林旅游与休闲服务业(0.0364)、林下森林食品业(0.0307)、林下种植业(0.0056);林下经济从业人员对林下经济的动态带动效果,由大到小依次为林下产品加工业(0.0885)、林下森林食品业(0.0387)、森林旅游与休闲服务业(0.0306)、北药业(0.0193)、林下种植业(0.0072)、林下养殖业(-0.0056);结合实证分析结果及黑龙江省国有重点林区对林下经济发展的整体布局,为充分发挥投入要素对不同林下产业的动力驱动效果,提出三点建议:①完善林下经济投资机制,推动林区发展;②促进林下经济产业融合,扩大经营规模;③提高劳动力供给质量,改善林下经济从业人员综合素质。We analyzed the correlation between the gross output of understory economy and the investment,forestland area and practitioners of understory economy with the understory economic data of the key state-owned forest regions in Heilongjiang Province during 2005-2018.Impulse response function and variance decomposition were used to make empirical analysis of the driving effect of the investment,forestland area and practitioners of understory economy on the gross output of understory economy and six major understory industries(understory farming,understory aquaculture,northern medicine herb industry,understory food industry,forest tourism and leisure industry and understory processing industry)in the key state-owned forest regions of Heilongjiang Province.The dynamic driving effect of different input factors on the social economic development of forest regions was identified.There were close intrinsic connections between the gross output of understory economy and the investment,forestland area and practitioners of understory economy.Specifically,understory economic investment had the greatest driving effect on understory processing industry(0.1005),followed by understory food industry(0.0950),northern medicine herb industry(0.0710),understory farming(0.0041),understory aquaculture(-0.0060)and forest tourism and leisure industry(-0.0086).The dynamic driving effect of forestland area on understory economy in the descending order was northern medicine herb industry(0.0661),understory processing industry(0.0645),understory aquaculture(0.0460),forest tourism and leisure industry(0.0364),understory food industry(0.0307)and understory farming(0.0056).Also in the descending order,the dynamic driving effect of practitioners on understory economic was understory processing industry(0.0885),understory food industry(0.0387),forest tourism and leisure industry(0.0306),northern medicine herb industry(0.0193),understory farming(0.0072)and understory aquaculture(-0.0056).To give full play to the dynamic driving effect of input factor
