社会治理重心下移背景下的基层服务型政府建设研究

摘　　要：基层政府作为基层社会治理的主导者,是推动社会治理重心下移到基层社会的重要组织载体.通过社会治理重心及其配套资源的下移可以缓解基层政府资源匮乏压力,夯实基层服务型政府建设基础;推动基层政府体制改革,克服碎片化治理难题;增强基层政府公共服务决策公民参与性,推动基层社会治理共同体建构.但推进基层服务型政府建设也应在坚持基层党组织引领基础上,一方面要主动增强基层服务型政府建设的社会回应性,在“人民满意”基础上构建政府——人民的政府行为导向;另一方面要充分发挥技术治理优势,提高基层服务型政府建设的精准化与精细化水平,增强基层服务型政府建设的效度.The grassroots government,as the leader of grassroots social governance,is an importantorganizational carrier to push the focus of governance down to the grassroots society.By shifting the focusof governance downward,it can alleviate the pressure of grassroots government resources shortage,strengthen the foundation of grassroots service-oriented government construction.It can also promotegrassroots government system reform to overcome the problem of fragmented governance,enhance thecitizen participation in the public service decision-making of grassroots government,and make an effort tobuild a grassroots social governance community.However,in the process of advancing the construction ofgrass-roots service-oriented government,it should also adhere to the guidance of grass-roots Partyorganizations.On the one hand,the social responsiveness of grass-roots service-oriented governmentconstruction must be actively enhanced to establish a people-government behavior orientation based on“people's satisfaction”,On the other hand,it is necessary to give full play to the advantages oftechnological governance,improve the level of precision and refinement of grassroots service-orientedgovernment construction,and enhance the effectiveness of grassroots service-oriented governmentconstruction.
