论寄希望于台湾人民及其深化路径  

On Placing Hopes on the People of Taiwan and Its Deepening Path

摘　　要：寄希望于台湾人民是大陆对台政策的重要组成部分,也是推进祖国和平统一进程的基础工程。20世纪90年代中期以后,大陆在1995-1996年台海危机后两岸关系深刻变化的基础上,开始强化争取台湾民心的政策论述,并将之作为对台工作的战略任务,对“两个寄希望”政策进行了重要调整。40年来,大陆逐步形成了以理解、尊重、福祉、融合与中国梦为核心的五位一体政策,不断丰富寄希望于台湾人民政策的内容,在争取台湾民心方面发挥了重要作用。促进新形势下的两岸民心相通工作虽依然艰巨复杂,但必须坚持底线思维,特别是在处理岛内民意对大陆对台政策的某些反弹时,绝不能姑息岛内违反国家核心利益与民族整体利益的虚假民意;与此同时,与台湾当局的互动对争取台湾民心依然十分重要。Placing hopes on pepole in Taiwan is an important part of the mainland's policy towards Taiwan and a fundamental project to promote the peaceful reunification of China as well.Ever since the mid-1990s,the mainland has begun to strengthen its policy discussion on winning the support of the people of Taiwan on the basis of the profound changes of the cross-Strait relations after the 1995-1996 Taiwan Crisis,taken it as a strategic task of the work related to Taiwan affairs and made an important adjustment of the“two hopes”policy.Over the past 40 years,the mainland has gradually formed a five in one policy with understanding,respect,well-being,integration and the Chinese dream as its core and continuously enriched its policy contents of reposing hope in the people of Taiwan,which have played an important role in winning over the hearts and minds of the people in Taiwan.Although it is still arduous and complicated to promote the cross-Strait people-to-people communication under the new situation,we must stick to the bottom-line thinking,especially never appease the false public opinion that violates the national core interests and the overall interests of the nation when dealing with some rebound of the island's public opinion on the mainland's Taiwan policy.At the same time,the interaction with the Taiwan authorities is still very important to win the hearts of the people in Taiwan.
