美日高校公共危机预警管理体系及其对我国的启示

摘　　要：危机的预警是危机管理的重点。文章从法律法规、组织结构、预警意识等方面分析美国和日本在高校公共危机预警管理体系上的做法,进而对比两国高校公共危机预警管理的特点,以期对我国高校公共危机预警体系构建和预警管理提供经验借鉴。Crisis forewarning is the focus of crisis management.The practices of public crisis forewarning management system in the universities of the United States and Japan are analyzed from the aspects of laws and regulations,organizational structure,forewarning consciousness,etc.,and the characteristics of public crisis forewarning management in the universities of the two countries are compared in order to provide experience for the construction and management of China’s university public crisis forewarning system.
