摘　　要：针对可持续发展理论难以直接导出城市发展具体任务的现状,基于目标管理理论,明确德国城市绿色城区设计指导方针的概念内涵,梳理宏观层面指导方针在避免自然干预、可持续雨水管理、气候保护、可再生能源利用、城市性、功能混合、绿色交通、短途城市等方面的具体内容,分析其在规划设计工作体系中的功能与角色。研究结果表明,科学制定多层次的指导方针体系是确保可持续发展总体目标在城市规划与设计中得到全面落实的必要条件。In view of the fact that the sustainable development theory is difficult to directly derive the specific tasks of urban development,based on the target management theory,the concept and connotation of the German green urban design guidelines are clarified,and the function and role of macro-level guidelines in planning and design work system are sorted out and analyzed to discuss the specific contents of natural interference,sustainable rainwater management,climate protection,renewable energy utilization,urbanity,mixed functions,green transportation,short-distance cities,and so on.The research results show that scientifically formulating a multi-level guideline system is a necessary condition to ensure that the overall goal of sustainable development is fully implemented in urban planning and design.
