资源型经济高质量发展的科学内涵与机制创新

摘　　要：资源型经济高质量发展对促进我国经济高质量发展意义重大。根据资源型经济的界定,以119个资源型城市和4个资源型省份为对象深入分析资源型经济的主要特征。从经济增速合理、产业结构优化、创新驱动强劲、更高水平开放、更可持续发展、发展成果共享6个方面分析资源型经济高质量发展的内涵。指出从改革资源配置机制、健全实施机制、建立创新能力培育机制等方面推动资源型经济高质量发展的机制创新,并从保持经济平稳运行、构建现代产业体系、提高创新能力、提升开放水平、打造"天蓝山青水秀"的生态环境、提供高质量公共服务等方面构建资源型经济高质量发展的政策体系。High-quality development of resource-based economy is of great significance for promoting highquality development of China’s economy.According to the definition of resource-based economy,the main characteristics of resource-based economy are analyzed based on 119 resource-based cities and 4 resource-based provinces.The scientific connotation of high-quality development of resource-based economy is proposed from six aspects.Reasonable economic growth rate,optimized industrial structure,strong innovation drive,higher level of open-up,more sustainable development and sharing of development achievements.The institutional innovation of resource-based economy of high-quality development includes the reform of resource allocation,implementation guarantee mechanism and innovation ability cultivation mechanism.Some policies,such as keeping the economy running smoothly,constructing modern industrial system,enhancing innovation ability,promoting openness,improving ecological environment and providing high-quality public service should have been proposed.
